Holly Taylor Names Certified Public Finance Administrator

Valparaiso Clerk-Treasurer Holly Taylor has earned the designation of Certified Public Finance Administrator (CPFA) by the Association of Public Treasurers of the United States and Canada in recognition of her commitment to excellence in public treasury standards. “We congratulate Holly Taylor on completing the rigorous educational requirements to earn this designation, elevating her knowledge, skills and performance in the field of treasury management,” said Mayor Jon Costas. “The City of Valparaiso is fortunate to have a professional with Holly’s expertise and commitment to continued education.”

Holly has also earned the designation as Certified Municipal Clerk (CMC) by the International Institute of Municipal Clerks Inc (IIMC) and the designation as an Indiana Accredited Municipal Clerk (IAMC) awarded by the Indiana League of Municipal Clerks & Treasurers. Taylor joined the City of Valparaiso as a Deputy Clerk Treasurer in 2012 and was first elected as Clerk-Treasurer in 2019. She is a graduate of Purdue University.

Under the leadership of Mayor Costas and Clerk-Treasurer Holly Taylor, the City of Valparaiso has earned a 'AA/Stable” bond rating, placing Valparaiso among the top 20 communities in Indiana. This sound financial management saves Valparaiso taxpayers thousands of dollars in lower interest rates in the event the City chooses to borrow funds. Sound financial management has resulted in a growing $4.9 million Rainy Day Fund, adding further financial stability. The City of Valparaiso has also been evaluated with stellar ratings at annual audits by the Indiana State Board of Accounts.
